This is some sort of test for fatigue.
As i understand it, the illusions were created by Japanese psychiatrist Akiyoshi Kitaola.

The doctor claims that, if the illusion appears to be standing still, you are quiet, sedate, relaxed person.

If the illusion is active and appears to be moving – you need a holiday.

If the illusion is moving very fast – you need to go to the hospital, preferably a psychiatric facility
.
Rapid movement is usually seen by maniacs.
